Symantec to identify safe software by 'reputation'

A privacy issue?

Should I deduce from this that Symantec will traul my system for:
a) data on installed applications
b) virus history, and
b) web history
to determine if I fall into the "safe" or "unsafe" category and use this to make an assertion about the maliciousness of the programs I run?
