The way you get rid of black markets ...
... is by being competitive with them. This is the problem with big content and a lot of pro IP companies. If there are laws, and a significant percentage of people do not abide by them concerning the acquistion and use of your products, then there is something wrong the your business model. I believe if the Chinese cannot afford to buy legitimate copies of Windows, and see it reasonable to use fakes, then MS should lower its price of Windows in China to be competitive with the fake copies. As a practical matter, MS would make a whole lot more money than it is making now. MS could also axplore other ways to make money from the Chinese, e.g. via services that maybe could target the wealthy in particular.
