After 20 years of work on a project, a delay of two months is hardly a big deal and doesn't make it a $9bn paperweight.

Comparing that with the $6bn Hubble cost (that's a ten-year old estimate, adjust for inflation and...), the years of delays and multiple costly repairs - your point is pretty much non-existant.
