Don't forget using code from your other products
Microsoft makes a lot of products, so when starting a new one, they usually have enough existing stuff to start off with. You're right that IE originally was based on Mosaic, but in IE3 they introduced their own networking (urlmon/wininet) and outer frame (shdocvw), and in IE4 they introduced Trident (mshtml -- yes, mshtml was in IE3 but it contained Mosaic code). So as of IE4 there really wasn't much Moasic left.

Anyways, the outer frame/navigation was evolved from the Win95 Explorer shell, Trident was based on RichEdit and Forms3 (according to various MSDN blog postings I've seen), so they're never writing from scratch. And from what I've read, the new layout engine in IE8 is built on top of the same core layout services that have been used by Microsoft Word for years.
