Not every commercial entrant starts from scratch
Actually IE was based on code from the original NCSA Mosaic browser, and most of the commercial software I've built includes lots of third party components, so not every entrant has to start from scratch. That being said, the cost of entrance is generally significantly increased for commercial endeavours, either because they have to write more or they have to pay licensing fees.
