a slow browser suits Microsoft nicely
A fast browser, and particularly a fast JavaScript
engine, would play into the hands of Microsoft's
competitors (most notably Google) who are migrating
applications to the web. Microsoft's interests lie in
clinging desperately to desktop apps and pushing
Silverlight while making sure their competitors' web
apps don't run too well.

They're in a difficult spot with the release of
Chrome. If IE gets too bad then an alternative
browser with the Google brand behind it might attract
people to switch. And if they make IE too good then
Gmail, Google Docs etc become even more attractive.
They're walking a tightrope where they need to make IE
good enough to keep users but not *too* good.
