Vitualization is a VM (virtual machine), in which you can install an OS (Windows, GNU/Linux, BSD, etc).
(win4lin, vmware, vitualpc, virgualbox, etc)

WINE runs Win32 software in a POSIX environment, without the need for a fully structured VM.
