You have to read you contract
They sell you the bandwidth but they put limits on how much you can download/upload with that bandwidth. Sure you can download 5mb is seconds but you can only download 5mb so many times before you violate you contract and pay the penalty price in $$ per gig.

Not all ISPs do that yet but soon all will. It's business after all. This will be the death of P2P pirating though. What's the point of getting free movies when you have to pay $400 internet bill. That happened to a friend of my brothers with his ISP. Needless to say he switched ISPs after that bill.
