VP level management is not driven (because they have made it) and old school in most cases so they don't understand what developers really want or need.

Middle management(those who manage the developers directly) are usually someone who has "the look", "the contacts", "people skills" and or "political skills" and quite honestly we developers are tired of it. NOTE: The above list does not contain technical capacity or ability.

The people that make the tools we use have NEVER been real developers and obviously don't have to use the tools they develop for us to use.
