Nobody said it was a microkernel
Linux has always been monolithic, though one of the nice things about it is that the vast majority of the functionality can be loaded as modules at run time, instead of being linked in at build time. Mach is a microkernel, not Linux.

Of course, separating hardware support from the kernel has its challenges also. I suspect that's why the GNU Hurd is still in alpha testing.
