I think we're close to agreement now, but you might recall that Linus' advice was to start small and work your way up. I don't think he said that he or his people rejected major contributions from unknown sources out of hand, but I would think they would take a lot longer to look at than the little ones and so are likely to be low priority (time isn't free). Seems to me that the less time and effort it takes to give your work a hearing, the more likely it is to get one.
