Not exactly true

When a president can't get a law through Congress, s/he has the option to issue an executive order which has the force of law until retracted by that or a following president. A prime example-the new overtime regulations that came out last week. Congress refused to vote it through, so Bush mandated it into being.

The president also has veto power, which means s/he can kill any law s/he doesn't like. There are no longer checks (unless corporate) and balances (unless it is caviar on one knee and a bimbo on the other) in our government offices...
