Can anybody say "unlimited advertising space"?
"VeriSign will suffer irreparable losses of revenue from third parties, profits, market share, competitive position, reputation and good will,"

Every company in the world has to deal with third parties, profits, market share, competitive position, reputation, and good will. It's not a "loss", it's a result of not living in a vacuum.

"Furthermore, millions of Internet users will be deprived of the improved functionality and quality of VeriSign's services."

It's new! It's unexpected! It breaks spiders and leaves people confused! It gives VeriSign UNLIMITED advertising space!

If this is really about consumers, I'll eat my hat. It's about profit, pure and simple.
