I dunno, I think you have to get some sort of Darwin award for thinking you can blow your brother's nose around to the back of his head and it's going to work. On the other hand it's pathetically easy to go out and actually kill somebody if you've been conditioned to do so. The military does this all the time. Why should we expect gamers to be any different?
So yeah, blame the criminal but remember that there are a lot of studies that show that people do become conditioned to accept what they are exposed to. There are unacceptable behaviors. Trivializing them in a game is very likely a bad call by society.
