Ballmer and Gates can jump up and down all they want screaming about how secure and open Microsoft is, or will be. When we see them producing truely open and secure OSes for a few years, then we will believe it. Until then, all indications are the Longhorn will be more of the same. You use it and you are locked in. There will be multiple serious vulnerabilities exploites at regular intervals.
