Are there any send-side technologies?
It seems to me that filtering spam at my inbox helps save me personally time, but doesn't do anything to reduce the impact of spam on the network (and therefore on my costs) -- and in fact, as the article pointed out, may even make the network impact worse, since spammers just double their efforts so they can raise the denominator -- further loading the network.

It seems like if you could have some filtering software on mail servers that are relaying messages, not just at the final recipient, then you could stop a lot of spam on the first few hops, which would at least cut the network impact of that spam in half. Is that being done anywhere? I know AOL and some other large providers have server email filters, but do those only work if I'm sending to an AOL recipient, or does it stop anyone initiating spam from their network? How about relaying spam?
