I use apt-get on Ubuntu but there are others.
But another system I know that uses RPMs is urpmi on the Mandriva Linux distro. It does a pretty good job or getting dependencies for you and installing them. Might not be identical to apt-get but it certainly does the things you mentioned. Another one is yum, it pretty much does these things too.

A nice graphical front end for apt is the Synaptic Package Manager. For those who don't like getting into the command line stuff. If you are using a KDE front end instead of Gnome there is also Adept, though I prefer the interface of Synaptic.
