I think it's a good law, but I agree with this:
"It's stupid because we've gone over about seven different studies and each one of them says it's the conversation that distracts you, not holding the phone," he said.

As mentioned above, I do believe it's the conversation that distracts, not holding the phone. You may as well ban food and hand-held beverages in the car as well. I don't disagree with the law in principle, I just think it's a bit short-sided and more a way for the state and various cell phone accessory companies to make a quick buck than any real solution to the problem.
