And that is very logical
For one, the passenger is IN the car and they won't let themselves distract the driver due to personal risk. The person on the other end of a phone call simply doesn't care. The bottom line is that those who talk on the phone while they drive are a menace. Those that argue with that point are always the ones that talk on phones while driving. And they always come back with moronic statements like, "well let's take out the radio too because changing stations is a distraction".

I have been nearly side-swiped multiple times and once was almost run over at a crosswalk by some bimbo talking on the phone. She obviously didn't have time to worry about a little thing like a red light. She cruised right through the intersection and just kept going as if nothing was wrong, even though all the other cars were stopped. Unbelievable that anyone would argue for their "right" to make calls while driving.

Studies showing similar results have been by the various
insurance agency groups as well as the US DOT (and several
state's DOT) simply don't support that view point. Study after
study has shown the distraction of the cell phone far out-
weighs the distraction of a second live passenger.
