I don't have a clue. What's your point?

As far as I can tell, something called the Jericho Group has been formed, has a lot of work to do, and will need money and diplomatic skills.
(Worth pointing out, there was praise for open source as a development model for some reason. Why are open sourcers considered a great source of money? Or does the author mean the for-profit companies that exploit the open-sourcers?)

To do what?

There were references to standards. Standards applied to what? For what purpose?

Maybe I just fell asleep in the excitement of the prose, and the author did tell us what he's talking about. In that case, sorry. But I'm not risking a longer nap by reading it again.
