As an editor who must handle peer review of technical documents I am involved with this situation constantly. While there are computer programs that allow old text to be struck out and (for example) superseded by alternate or colored text revisions, it is actually much better (for simplicity and accuracy) if the entire document is simply double spaced with all changes marked in by hand on hard copies using color pens. (Lengthy revisions or additions can be prepared and suibmitted as separate files that can be cut-and-pasted electronically later. Their proper location can be easily noted by the contributior on his/her hard copy draft with a simple lettering notation.)

What you want to avoid is having everyone who reviews a document making electronic changes in the versions they may have been e-mailed to review. Only ONE PERSON (typically myself) should edit the master electrnic draft based on ALL the submitted changes. Once you loose control of a complex document during review, disaster is sure to follow.
