If you get something like a72dpi image, open it in Photoshop
and save as a .PSD, select image size and increase the resolution
to 600 dpi. make sure you leave the print size at the size it
came or reduce it, but don't enlarge.
Run a 600 dpi proof (usually about the "Best Quality" on a
normal non PS inkjet) and see how it looks. You might be
pleasantly surprised. If you send the pic out for a normal 300
dpi imagesetter (in either jpg best quality or tif) it will probably
work just fine.
If you're sending pdf to a glossy publication or for glossy
printing, set Distiller to not downsample color or grayscale
images with the default prepress pdf resolution - 2400 If you're
sending to a newspaper, leave the default downsamling at 300
