I understand the quote to have several meanings
The one you stated and the one I was trying to make to the other person. This whole attitude of "if I/you do NOTHING wrong then you/I have nothing to fear from the government"

This whole concept of "I do NOTHING wrong" is the one of the most dangerous I've come across of late.

And that quote serves to point this out for at the end one glaring question if..Did any of these people's do ANYTHING wrong or did the definition of wrong change on them?

Also I did make it clear I did not know the entire quote:)
