It's a law in many countries

Both smoking and talking on your cell / not both at the same time necessarily - have been banned in Brazil.

Most European countries, including Holland, France, the UK, Germany, Poland, and many others have already banned cell phones while driving - and mind you, most cars in Europe (as well as in South America) are manuals! So you get the picture how bad driving is in America at the moment where 99% of cars are automatic!)
