Both smoking and talking on your cell / not both at the same time necessarily - have been banned in Brazil.
Most European countries, including Holland, France, the UK, Germany, Poland, and many others have already banned cell phones while driving - and mind you, most cars in Europe (as well as in South America) are manuals!
