All members of the SC 34 committee will have to be given access to the final text of the OOXML standard by May 1 at the latest, the meeting also resolved.

Considering that ISO directives require that that final text be published no later than one month following the BRM, it's already overdue.

Maybe that's what this is about, but if so I don't see what they're going to do about it. It's not like sending a "sternly worded note" or even "viewing with dismay" will get them 7000-plus pages any sooner.
