Let's see, the first retaliation will, I suppose, be to deny access to the US market for all good manufactured or assembled in whatever country is at issue. Sure couldn't be China, with their IP promises to get into the WTO, so the loss will be small.
Or maybe just a 100% tariff would draw enough attention.

But name your own penalty. Given the importance of IP to US sales, you can probably get anything you want.
