You have to realise that Australia and USA are are defence treaty partners (along with New Zealand) under the ANZUS treaty. As well as this treaty supporting the Echelon system between the three partners, Hawaii is Australia's closest physical link to any US state. It (the internet cable) makes very good sense in security terms so as to not rely on cable links that may go through potentially unfriendly territories - especially those with stridently active anti-western islamic groups such as in Indonesia.
