Theft is theft no matter how you disguise it
Real effort, work, money goes into the development of a patent and the process/technology defined therein. Just because it's not being used doesn't mean that someone, other than the patent holder, can just take that idea and go make money off of it.

I agree with one of the other posts that said we should look to make patent definitions tighter so that vague patents don't stifle innovation but simply allowing anyone to take credit for other people's work is not acceptable.
