I agree with your comments about the specific countries. Well, being Italian, maybe not so much about them. They're clearly a basket case when it comes to keeping an elected government in power, but there is another side to it. Regardless of who is in power, there is still a bureaucracy beneath the ministers which continues to function, regardless of which coalition is in power. Certainly there are changes of policy with changes of coalition power, but its not like the entire country comes to a standstill.

My mother has a theory that its good for the country to have such a variety of lenses applied to the legislation by all the incoming politicos. I'm not so sure myself about this - theres something to be said for stability, but thats enough about Italy.

As you say, the move towards full ratification may well fall short if it comes to a referendum. We've already seen 2 aborted attempts with France and Holland shooting down the constitution, and now we had this underhanded (successful) attempt to get it through by the back door.

I think the biggest issue will be whether or not there is a genuine "federated states of europe" to come out of all this, similar in concept to the USA, and what road is taken to get there. Truely intriguing stuff.

Aside from this, I get the impression that while the euro \ dollar disparity is causing issues for exporting to the US, in the future, the Eurozone will be a large enough market to consume much of its own supply, and hence external factors such as monetary disparity will become less of an issue. The short term issue may be that the many eastern European states are frankly quite poor, and are not able to afford goods from the traditionally more wealthy neighbours. Over time, I expect much of this to stabilise, in particular due to the freedom of movement of capital and labour mentioned earlier.
