How green could make Europe a tech power

Yes, they'll be big: there old enough that newer methods were necessary, a couple of govt subsidize the tech industry around green, and not withstanding being a member of the Union, countries for their size and populace can and have implanted country wide projects to modernize as well as go green, and having done so longer, puts them in a prime position to be leaders.
