Situation would need to be the reverse of the truth, for this to work, tho'
You say that government must recognise IT as a critical industry, but in fact, government has, traditionally done just that. the problem is the government, and much of the non-IT-industry-industry (which actually _buys_ from the IT industry) is beginning to regard IT as more and more of a commodity.

We're none of use free from blame, either. How much did you pay for your last RAM card, your last hard drive, your last CPU? Did you deliberately seek out the most expensive items and make sure they were made in the USA, before you bought them, or did you buy the ones that said "Made from toxic heavy metals, some place in Malaysia you've never heard of" on the side?

We all cut costs. Employers use the same kind of "shop-around" logic that we use. You need a new RAM card, the way a rolling mill in Pensylvania needs a materials purchase monitoring system. You can buy the expensive stuff, made in the USA, or you can buy the cheap stuff, secure in the knowledge that, compared to your other average outgoings, the cheap stuff is _so_ damn cheap, that it barely matters whether you get a duff one: you could pay the expensive price, and _still_ get a duff one, couldn't you, so why not?

Don't get me wrong. I don't want to lose my job, and I don't want *you* to lose yours... But, as the big man said: "He that is without sin, let him cast the first stone"...
