No, you have it all wrong
He's saying that those 200 IT people should each strive to manage projects that utilize offshoring. Basically, those 20 people that actually do get to manage these projects put the other 180 people out of work by accelerating the offshoring.

I'm not quite sure what Bizarro World this makes sense in. In order to survive against offshoring, you should promote it?! WTF? Did NASSCOM pay him to write this?
