"When software developers sit down to plan out a new project, they are increasingly asked to be acutely sensitive to the return on investment of that project."


That seems to be function of analysts in the first place. Developers come later and they plan only on design - not entire project.

Have you heard term of "inception" that is popular with OOA/OOD?

Then analysis come, but developers are small part of that. They provide feedback, but not allways participate in project planning as an active force.
