Not sure you understand...
First of all, M$ is a monopoly! Please take a look around your office or anywhere. What do you see? M$ on just about every consumer computer. That said... developers and vendors do have a choice, but why would they focus on such a small market? So they really don't have a choice, because of the monopoly. If you can't see it... you are blind! i don't know the details behind the pricing of the documentation, but if it is anything like M$ tactics, I am glad their hands were slapped once again. It's the only thing that keeps them in line! If it was up to the worthless USA legislation... we all be screwed and M$ would be in my freakin toaster! Blah!
