What about MSFT paying the fine to be held in excrow...
...just like the EU fine(s) is delaying? The money is sitting in an account waiting for the judge to decide how much, or how much more or less, should go to which party.

Where is the delay? Or are you saying that only non-Microsoft parties are allowed to file appeals? That only non-Microsoft companies are allowed to take full advantage of the justice system? That there should be a "Microsoft only" law that says the book can be thrown at them with impunity and Microsoft should have no legal recourse?

Why not just come out and say what you really think, that Microsoft is guilty, no matter what the charge, and should just open its wallets for anyone to take what they wish, and Microsoft has no legal recourse at any level.

Now, don't you feel better?
