Good thing you are not competitive.
In Silicon Valley (and other high tech areas), people tend to decide where they want to work (and try to get jobs at those locations). There tends to be a 2 way street in Silicon Valley, companies compete for employees and people compete for positions at said companies. Perhaps where yo are there are not many competitive companies (or interesting places/projects going on) where people want to go work, they just take what is there. Many places do not have this job hopping mentality, though it is alive and well in high tech areas.

To some (but not all) issues like what projects they will work on, what company cultures they want to work in, intellectual stimulation, these are factors as to where a person will try to get work. Granted, some just don't care (if you can meet my price, I will work for you...), even in these areas like where companies like Yahoo, Microsoft and Google (among others) are located. This condition does not exist everywhere.

Alas, people in the janitorial trade, as No_Ax_to_Grind apparently is, do not really have these employment options.
