Wow, I think you're reading that the wrong way
I think that the intent was to say that a Hummer, being relatively inefficient, could well offset any energy savings realized by one energy-conscious person. This may be hyperbole in many cases.

The other half of the statement, referring to China, is there because China has a rapidly evolving economy that is producing more new wealthy people than anywhere else in the world. I don't know how accurate this idea is, but China's economy sure is booming.

As I see it, this is a compliment to Chinese economic growth. It is also a somewhat negative comment on people who buy Hummers as a status symbol, wherever they live. I am not picking up on any cultural insensitivity, and definitely not racism, here.
