Microsoft could do it anyway

Microsoft wouldn't need an agreement with any goverment.
With all these updates, it wouldn't be difficult to slip the code in.
Shut down any goverment systems for blackmail.
With automatic clock updates, how many people are now on 'Microsoft time'.
