Chinese Gov't Corruption is the Key
Well the original problem is likely the Government corruption rampant in China. Microsoft probably paid and it went into some official's pocket. Meanwhile the official tells the Chinese company that the check is in the mail or MS didn't paid or etc.

Then of course you also have the possibility of simply Chinese government incompetence in the area of capitalism, patents, and/or software technology and trade. They might simply have lost track or not realized that it was time to bill again. In fact the lawsuit may be face saving (big in the Orient) to cover up sending 10 years worth of bills at once. All sorts of reasons along this line for the Chinese to ask for more money. Like originally thinking of the fonts etc as a one time labor contract -- then later seeing that industry-wide such stuff is normally rented out via royalities on the patents.

But of course in the end, MS is guaranteed to lose any such lawsuit in Chinese courts. No outsider wins in Chinese court, especially once it is approved for worldwide news distribution. The Chinese courts are very good at finding differences in language then ruling that the US (or other foreign) side interpreted it wrong. They play these things with national level approval only. So either MS will pay some relatively minor amount of money (a few millions per year) to the Chinese corp with PR that US pirates first -- or the Chinese want to trade the guilty point against MS for some guilty point against US trade regs or court actions against Chinese corporations (maybe lead paint toy problems).
