If they can document that Microsoft has committed a patent infringement, that's one thing.
However, it strikes me that Gates & Co. wouldn't jeopardize their standing in the Chinese market intentionally.
This sounds more like a crony capitalist bid for another slice of the pie from Windows revenues for the power elite in China. "Oh, well, we'd only be too happy to make this, er, inconvenience, go away for you. Just sign right here.... "
The Chinese government understands power. It's not so strong on business ethics. They don't think they have to be, but when the house of cards (actually, bad loans) that their national banking system is built on collapses, that's it. Economic chaos.
