Yes, there's an important distinction
Bribery is a quid pro quo, taking money to do the job.
If the job happens to get done after discussions resulting from the access purchased by a major contribution, then that is free speech (money = speech in US law) and responsiveness to the public in a representative government.

At worst, we're dealing with a legal fiction, and, quoting W.S. Gilbert, 'Legal fictions are solemn things.' Countries wouldn't feel as good about themselves without a few fictions.

If you're running a company, don't let your contributions lapse, even if you're not seeing any results. Think about what happened in 'Burn, Witch, Burn' when the superstitious protections were removed.
