Like most things, it depends how it's presented.
If I were doing it, I would sit down with the customer and explain that if security is a primary motivation, then it requirs more than a bandaid to the OS or even replacement of the OS with something that has the same legacy holes. In other words I would try to make a case for the upgrade.

But at the same time, I would be HONEST and tell them that if they just have to keep the old application, there is no real reason to upgrade the OS.

Of course that sort of puts MS in the position where they must make the features of the new OS compelling enough to justify the upgrade...
