Actually it's true in way
It's not the algae that is producing CO2 directly but what is happening is you have huge algae beds that were once fed on by huge populations of fish. Now over fishing has reduced the number of fish and the algae is getting out of hand. That algae then dies and sinks to the bottom to rot producing C02 that just bubble up producing a dead area in the sea due to lack of O2 and feeding the atmosphere CO2. So technically Algae doesn't produce CO2 but over fishing has.
