The assumption of a board level communicator is that much communication is secret. There is a fiduciary duty reason for this and we had the HP Patty Dunn case to remind us of that.

The rules that the silent at class folks have is similar. Their rule is that nothing should be spoken that might harm feelings. So when they see impropriety they likely do not say anything about it. They are poor US citizens in that way and likewise poor communicators in spite of their "people skills". It makes more sense to help them develop other modes of listening and communicating rather than those associated with their kind. The Web 2.0 age is the age of open communication. These "people skilled" folks are reserved and silent because they do not want to hirt feelings. Well post anonymously - its your right. Vote secretly instead of by hand. The days when 40 percent of communication were visual are over. There just are not enough opportunities or venues for that in the modern age in the USA. Read this know it to be true and do - not like you usually do - which is to shoot the direct messenger - but like you should have practiced in college - participate.
