You hit the nail on the head.
You really cut straight to the bone of this issue. Microsoft could already have Windows rock-solidly secure if they wanted to.

I compare it to the issue of tobacco. The government, despite all of its ad-council commercials, would hate it if everybody really quit smoking. Tobacco generates billions every year, and quit-smoking aids generate billions.

The same is true with malicious software. Fighting it is a multi-billion dollar industry, and I think its obvious that Microsoft is wetting their beak.

Like you point out, even if they create an architecture in which malware can't exist (which they could have done from the beginning but did not), it will only be if such architecture lines everyone's pockets (especially the pockets of Microsoft). So we're stuck with paying anti-virus firms a whole bunch of money to fight this malware, or we'll be forced into a computing police state where you pay or go to jail (but there's no longer malware).

Either way, the true motivating factor in all of it, the financial situation, will stay the same.
