Will taxes halt Calif.'s solar thermal ambitions?

Greed...

pure and simple. That and for some unknown reason people are stupid enough pay it. Trust me the homes in California are grossly over valued. Of course now with the housing market in a massive slump people are starting to realize it.

As for the bill, my gut tells me that there will be some serious lobbying by big oil and PG&E to stop it from being extended. They have too much $$$ to lose to these thermal solar plants. And of course the rampant ignorance that pervades the populace about the big ecologic and political picture will ensure we get screwed again and the chance to expand our power capacity into the green field will be held at bay again.

Note the article pointed out this has happened before in 1990, back when this would have really made a huge difference and been the catalyst for growth in the renewable energy field. Can almost guarantee big oil had it's ugly mitts in the pot.

As noted by someone else, we the consumer and the environment will get screwed yet once again.
