Coal can be replaced within 20 years in the United States if a real effort is made.
The Energy Information administration of the DOE has projected that if the lieberman/McCain climate change bill were passed with the No International option then by 2030 coal would only generate 11% of US electricity. Nuclear would be at 40%. Renewables would triple.

This shift will happen by slightly increasing the cost of coal and carbon.
A climate change bill will probably pass in 2009.
This projection does not include new technology like thermoelectronics which can increase the efficiency of steam plants by 50% and diesel cars and trucks. This is a 176 million per year part of the 1.2 billion/year Freedom car program.

Power uprates of nuclear plants existing and new can be vastly increased as well. MIT work suggests 50% increase. Conventional Extended uprates can add up to 20%.

A recent mcKinsey study shows that carbon sequestering is far more expensive than nuclear power. Solar and Wind are only providing about 1% of total US power. Kitegen might help significantly add a lot more wind, but the nuclear is needed.
Nuclear waste is unburned fuel.
The recent "nuclear battery" which if the patent is reviewed is a simplified solid core nuclear reactor would also help burn 50% of the fuel instead of 1 to 2%. Thorium reactors would do even better.
