Vista Ultimate CAN run on any entry-level ...
... PC sold today! The only reason AERO does not run on these entry-level machines is that Microsoft LEFT AERO OUT of Vista Home Basic!

You asked:

"My question revolves more around what, specifically, prevents Vista Ultimate from running on a "Vista Capable" computer?"

... the answer is NOTHING prevents Vista Ultimate from running on entry level machines -- except that no OEM will SELL you anything but Vista Home Basic on these machines.

Frankly, I think it was a negotiating point with OEMs to keep AERO out of Vista Home Basic and to permit OEMs to force you to upgrade your RAM and graphics cards on entry-level systems. (Note, most integrated graphics chipsets support AERO too -- again, if you can get OEMs to sell you Home Premium without the graphics upgrade.
