No OS ever finished, unless it's killed, like OS/2
Linux, Windows, Apple OS always doing something, point releases, bug fixes, service packs, yum updates, puppy and yast updates galore. They ain't finished until the updating and support of has been marked dead and buried . . . heck, maybe OS/2 is still alive but overbaked.
