Focus On Earth and Non-Chemical Propulsion
The current "Race to Space" offers humanity little in the way of immediate or even long term benefits. NASA should be grounded, until we have viable cost-effective renewable energy and recycling solutions in place here on earth.

After we have our most pressing engineering challenges solved on earth, we should turn our attention to developing non-chemical means of propulsion. If the US was serious about space, they should set a price of a billion tax free dollars for the first practical anti-gravity propulsion system and a trillion tax free dollars for the first practical "warp" drive.
